I checked the <strong><a href=\"http:\/\/www.azgfd.gov\/h_f\/game_raccoon.shtml\" target=\"_blank\">Arizona Game and Fish website<\/a><\/strong> and it does look like they might have been made by a Raccoon. They say they are typically in riparian areas or where there is an abundant source of water.
